The Alameda County Health, Behavioral Health Department (ACBHD) Finance Division oversees the strategic management of a $700M budget. The ACBH Finance Division is responsible for providing quality financial services by ensuring efficient and effective management of the public’s financial and physical resources. Activities include managing cash flow, tracking expenditures and revenue, budgeting and reporting in alignment with Countywide procedures, maximizing funding sources, and providing recommendations for strategic decision making.

Audit & Cost Reporting

The ACBHD Audit & Cost Reporting Unit reviews cost reports submitted by providers of Mental Health and Substance Use Disorder services, prepares cost reports for submission to the State Department of Health Care Services, reviews and conducts audits, appeals, monitors expenditures for compliance, and completes cost settlements with BHD contractors.

Billing & Benefits Support

The ACBHD Billing & Benefits Support Unit serves as the State Department of Health Care Services (DHCS) mediator charged with County-contracted provider billing and claiming setup, coordination, verification, resolution, and payment, as well as client benefit representation, application, resolution, training, and support.

Budget & Fiscal Services

The ACBHD Budget & Fiscal Services Unit is responsible for providing centralized accounting, including accounts payable and accounts receivable, project and grant fiscal management, position control, departmental budget development, and revenue management.

Contracts

The ACBHD Contracts Unit develops, oversees, and administers contracts and other unique service agreements for mental health and substance use disorder services.

Facility Development

ACBHD Facility Development manages, directs, and coordinates owned and leased facilities utilized by Behavioral Health Department staff and its affiliates.
