Colleen Chawla has dedicated her career to improving health and health care access for vulnerable populations. As the Director of Alameda County Health, she leads the County’s efforts to promote and protect the health of more than 1.6 million Alameda County residents. Colleen joined Alameda County in December 2017 with more than 25 years of prior experience in the health sector. Colleen found her commitment and purpose to advance health equity and access in her work to support her community early in the HIV/AIDS pandemic. Just prior to joining Alameda County, Colleen served as the Deputy Director of the San Francisco Department of Public Health. Colleen currently serves on the Board of Governors for Alameda Alliance for Health, the local public Medi-Cal managed care plan, and on the Executive Committee of the County Health Executives Association of California, the statewide association representing California’s 61 local health jurisdictions. A longtime Oakland resident, Colleen holds a Master of Public Administration/Health Services Administration from the University of San Francisco and a Bachelor of Arts in History from the University of Southern California.

As the Assistant Agency Director for Systems and Policy at Alameda County Health, Aneeka leads agencywide strategic initiatives, public affairs, and cross-functional safety net planning and partnerships. Prior to joining Alameda County in 2018, she served as the Mayor’s Senior Health Advisor at the City and County of San Francisco and spent several years at the city’s Department of Public Health. Enthusiastic about local government’s ability to support structural change, Aneeka is committed to the wellbeing of marginalized communities through creative problem solving. She holds a degree in Neuroscience from the Johns Hopkins University and an MPH from the George Washington University.

Kimi Watkins-Tartt serves as Director of the Public Health Department. Kimi has worked for over 25 years within the local public health community and brings a wealth of experience in public health administration, policy development, and community health planning and coordination. During her tenure in leadership within ACPHD, she has led the Department’s design and implementation of its health equity and local policy efforts and spearheaded the Department’s first Chronic Disease Prevention Planning process. 

 

Ms. Watkins-Tartt has a long-standing passion and commitment to health equity, social justice and community collaboration. She helped to launch Alameda County’s first Homeless Continuum of Care Council, co-founded the W.K.Kellogg Foundation-funded Oakland Food and Fitness Collaborative, and served as Executive Sponsor for ACPHD’s launch of the California Endowment-funded East Oakland Building Healthy Communities collaborative. She brought this same focus on achieving equitable outcomes to the County’s pandemic response to provide resources and supports to address the health and social impacts of COVID-19 on the county’s most impacted communities.

 

Ms. Watkins-Tartt is a founding member and immediate past Co-Chair of the Bay Area Regional Health Inequities Initiative (BARHII), serves as a Commissioner for First 5 Alameda County, and is a member of the East Oakland Community Emissions Reduction Plan Steering Committee, the Big Cities Health Coalition.

Dr. Tribble has over 25 years of practice in the behavioral health field and is an experienced and dynamic administrator.  

Over her career, Dr. Tribble has held a number of leadership roles in California and on the East Coast. She currently serves as the Director of the Behavioral Health Department for Alameda County Health, and formally held the position of Chief Administrative Officer of Behavioral Health Services for a large East Bay Public Health System. She has served in executive leadership in organizations providing crisis and acute behavioral health services; consultation to individuals and families, schools, and organizations; forensic services; integrated primary care; and previously managed mental health services in the Cities of Berkeley and Albany.   

Dr. Tribble is a published researcher (Psychology Careers for College Student of Color – Guidebook Series, American Psychological Association, Office of Ethnic Affairs, Washington, D.C) and holds a Bachelor’s of Science Degree in Psychology from Howard University.  She possesses a Master’s degree in Social Service specializing in Practice with Individuals, Families and Groups from Bryn Mawr College in Bryn Mawr, Pennsylvania; a Master’s degree in Clinical Psychology from the Philadelphia College of Osteopathic Medicine; and a Doctor of Psychology degree in Clinical Psychology from the Philadelphia College of Osteopathic Medicine.  She is also a Licensed Clinical Social Worker in the state of California.

Johnathan Russell

Jonathan serves as the Director of the Alameda County Office of Homeless Care and Coordination. As a seasoned systems strategist and former non-profit executive, he brings a wealth of experience to his role. Before his appointment in March 2024, Jonathan was the Chief Strategy and Impact Officer at Bay Area Community Services (BACS), a leading non-profit organization specializing in behavioral health, homelessness services, and housing development across five counties in the greater Bay Area. In this capacity, he was responsible for steering strategic direction, program design, and new business and fund development. His role also encompassed managing government and external relations, real estate development, data analytics, evaluations, community engagement, advocacy, and policy.

 

Jonathan’s extensive experience includes leading direct service teams and large-scale program operations on Skid Row, Los Angeles, and overseeing a diverse portfolio of program operations, from homelessness prevention to affordable housing development, throughout the Bay Area. This background has endowed him with a deep and diverse practitioner’s knowledge and a solid grounding in systems and policy, particularly in the areas of homelessness and behavioral health, rooted in a racial and housing justice lens. Residing on Ohlone Chochenyo land in the East Bay, he continues to advocate for and contribute to impactful change at the intersections of these critical social issues.

Nicholas Moss, M.D. PhD

Dr. Nicholas Moss is the Alameda County Health Officer, a role he has held since July 2020. Before that he was Acting Director of the Division of Communicable Disease Control and Prevention in the Alameda County Public Health Department, which he first joined as the HIV STD Section Director in 2013. In addition to helping lead the County COVID-19 response, he has worked on many communicable disease issues for the Department, including responses to measles, Ebola and Zika epidemics. As Health Officer he also focuses on climate health impacts, violence prevention, and environmental health among other areas. He worked on HIV prevention at the San Francisco Department of Public Health before coming to Alameda County.

Dr. Moss is an infectious disease medicine specialist and medical epidemiologist by training. He was born in the Bay Area and is a graduate of UC Berkeley. He received his medical degree from the UC Irvine School of Medicine, then trained in internal and infectious disease medicine and public health at the University of Washington in Seattle.

Dr. Kathleen Clanon is a clinician, educator, program director, and medical administrator specializing in improving health care for low-income people. She serves as the Medical Director of Alameda County’s Health Care Services Agency, working on integration of primary care and mental health services, and on addressing social determinants of health. Most recently, she led a $320 million project on Whole Person Care, focused on people experiencing homelessness and severe mental illness in Alameda County, California. She is an expert in Quality Improvement, teaching and consulting nationally on HIV-related program improvement.

Jet Chapman is the Chief Human Resources Administrator for Alameda County Health.  She has been employed with Alameda County since 2014.  As a member of HCSAs executive leadership team, Jet serves as a thought partner with senior level executives in developing a culture of excellence; organizational development strategies; and talent management.

Prior to working for Alameda County, Jet was employed with Service Employees International Union, Local 1021 (formerly Local 790) as supervisor and chief negotiator for jurisdictions in the City & County of San Francisco and Alameda County.  As Chief negotiator with over 25 years of experience, Chapman created strategic partnerships with union and management leadership teams to provide consultation and direction on all facets of employer – employee relationships. As chief negotiator, Chapman negotiated successful contracts for employees working in public and private sectors; school districts; non-profits and special districts.  She led union leadership teams that worked collaboratively with employer management teams to develop sustainable working relationships and successful contract negotiations. Chapman received a B.S Degree in Personnel Administration/Industrial Relations from California State University, Hayward (East Bay); and a MBA, Organizational Management.

Kristel Acacio has over 12 years of experience serving Alameda County in the areas of administration, finance, and special projects. Kristel is currently the Financial Services Director for Alameda County Health, where she oversees financial operations and related administrative services agency-wide.

Kristel also has a track record of launching and managing innovative and impactful programs and initiatives, such as the Special Projects Office and the Firehouse Clinic, the nation’s first service delivery model that integrates primary care, behavioral health, dental, and health navigation, co-located with fire department emergency medical services. Previously, Kristel earned a PhD in Sociology from UC Berkeley and has since developed a passion for translating research, analysis, and strategic planning skills to public service, particularly in the area of finance and operations.
