2026 Notice of Funding Opportunity (NOFO) Letter of Interest (LOI)

Alameda County Health (ACH), Housing and Homelessness Services (H&H) is seeking interest from qualified organizations towards applying for federal funding from HUD through the 2026 Continuum of Care (CoC) program. This LOI opportunity is a streamlined process intended to assist the County with gathering important information that may be used to identify potential partners for applications submitted by H&H. Housing Resource Center Expansion

Beginning July 1 there will be changes to HRC site operators, services, locations and hours. The changes will vary across the county; however, it should be noted that all areas that have been served previously will continue to be served. Key changes are as follows:

What You Can Expect at HRCs Beginning July 1

New Expanded hours to support weekend and evening access to services
New Expanded services including:
- Housing-focused workshops and counseling
- Homeless Prevention Assistance
- Employment Supports
- Targeted outreach for individuals with barriers accessing services at an HRC
- Increased partnerships for referrals to community-based services

Specialized Services:
- New Older Adults and Medically Frail: Access Point at East Bay Innovations (EBI) focused on serving individuals with complex medical needs and/or 55+.
- Gender Based Violence: Access Points at Building Futures, Family Violence Law Center and Safe Alternatives to Violent Environments for survivors who are fleeing, are seeking to flee, or have fled gender-based violence.
- Criminal Justice: Access Point with Bay Area Community Services focused on serving individuals involved in the criminal justice system, including services at Santa Rita and CARE court.
- Transition Age Youth: Access Points at Covenant House Oakland and Covenant House Hayward for Transition Age Youth households (where head of household is 24 years or younger).

Alameda County Home Together Fund Community Meetings

In November and December 2025, Alameda County Supervisors and Alameda County Housing and Homelessness (H&H) carried out a series of regional community meetings about Measure W and implementation of the Alameda County Home Together Plan. These open community forums included presentations from County staff, constituents, and panel presentations with plenty of questions, comments and discussion from participants. Please see recordings, notes and presentation materials from each of the forums below.
