Behavioral Health Services Act (BHSA)

The Behavioral Health Services Act replaces the Mental Health Services Act (MHSA) of 2004. It reforms behavioral health care funding to prioritize services for people with the most significant mental health needs, while adding the treatment of substance use disorders (SUD), expanding housing interventions, and increasing the behavioral health workforce.

The Behavioral Health Services Act (BHSA)

The Behavioral Health Services Act (BHSA), also known as Proposition 1, was passed by California voters in March 2024. The Behavioral Health Services Act (BHSA) will replace MHSA beginning on July 1, 2026.

BHSA is funded by a 1% tax on personal incomes above a million dollars and is designed to expand and transform California’s county mental health systems. BHSA focuses on individuals with the most significant behavioral health needs and integrates housing as part of care:

  • Shifts the focus toward individuals with the most serious behavioral health needs, while continuing early intervention programs and initiatives.
  • Expands funding to comprehensive care for individuals with substance use disorders (SUDs) regardless of the presence of a primary mental health diagnosis.
  • BHSA supports housing interventions to increase access to permanent supportive housing for individuals living with serious mental illness and/or substance use disorders.
  • Expands outcome reporting to all behavioral health services including local, state, and federal funding streams.
  • Promotes a more integrated behavioral health system.

 The BHSA includes three distinct funding streams:

  • Behavioral Health Services and Supports (BHSS) – 35% of total funds. Learn More
