Plan Administration

The Alameda County Health, Behavioral Health Department (ACBHD) administers the Mental Health Plan (MHP) and Drug-Medi-Cal Organized Delivery System (DMC-ODS). These systems deliver behavioral health services through a network of mental health and substance use service providers. The MHP and DMC-ODS services are made possible through state and federal funding for the delivery of culturally responsive and client-centered services that are designed to meet the needs of the diverse Alameda County community.

As a Mental Health Plan (MHP) and Drug Medi-Cal-Organized Delivery System (DMC-ODS), ACBHD offers a wide variety of services and programs designed to meet the needs of all individuals in need of services. Plan Behavioral Health Administration includes Financial Services, Quality Management, Quality Improvement and Data Analytics, Behavioral Health Administration of the Mental Health Services Act (MHSA), and oversight of ACBH Information Systems and Technology Support Services.

Behavioral Health Services Act (BHSA)

The Behavioral Health Services Act replaces the Mental Health Services Act (MHSA) of 2004. It reforms behavioral health care funding to prioritize services for people with the most significant mental health needs, while adding the treatment of substance use disorders (SUD), expanding housing interventions, and increasing the behavioral health workforce.
