Flexible Housing Subsidy Pool

The Alameda County Flexible Housing Subsidy Pool (Flex Pool) is a program that identifies existing housing units to be used as permanent housing for people experiencing homelessness in our county. The Flex Pool is based on a nationally-recognized model for scaling supportive housing. In Alameda County, the Flex Pool combines, streamlines, and maximizes government funding in order to provide sustainable, long-term housing subsidies and supports for participants.

H&H oversees the development and implementation of this model for Alameda County and has contracted with Abode to work with property owners to find units and help participants find the housing that is right for them.

How does the Flex Pool work? Next to an icon for coins: Alameda County brings together local, state, and federal funding to pay for housing and services for people experiencing homelessness. Next to an icon for putting coins in a piggy bank: County "pools" funds to use as long-term rental subsidies for participants prioritized through Coordinated Entry. Next to an icon of a magnifying glass: County contracts with nonprofit to do "whatever it takes" to find housing, working with property owners across the county. Next to an icon of hands helping community: Nonprofit matches participants with appropriate housing. County coordinates with other service providers to help participants stay housed and address their ongoing needs.

Utilizing a combination of local, state, and federal money, the Flex Pool will be able to serve a diverse set of people experiencing homelessness. We have set ambitious goals, aiming to house 600 people experiencing homelessness in our first five years.
