The Land and Water Protection Division administers Local Oversight Programs (LOPs) for Onsite Wastewater System (OWS), State Small Water Systems (SSWS), and Hazardous Materials Releases (HMR).
The LOP for OWS provides regulatory oversight of OWS on properties within Alameda County that are not connected to public sewer systems. This oversight is intended to prevent public health hazards and nuisance conditions, and to protect surface water and groundwater quality. OWS must be properly designed, operated and maintained to ensure safe treatment and disposal of wastewater to prevent environmental degradation, including pollution of surface water and groundwater, and to safeguard public health, safety, and welfare to the greatest extent possible.
The LOP for SSWS provides regulatory oversight of water systems that serve a minimum of five and no more than 14 service connections, and that do not regularly provide drinking water to more than an average of 25 individuals daily for over 60 days per year. The program ensures that drinking water supplied to the public is safe, wholesome, and potable, in accordance with state regulations.
The LOP for HMR regulates the investigation and cleanup of hazardous material releases through two primary programs: the Leaking Underground Storage Tank (LUST) Cleanup Program, which addresses petroleum-related releases from underground storage tanks, and the Cleanup Program (CP), which manages the remediation of various hazardous substances released to the subsurface and supports site redevelopment affected by contamination from historical land uses.
