The Health Program of Alameda County, known as HealthPAC, is a county program that offers low-cost health care to uninsured residents of Alameda County. HealthPAC is not health insurance and does not cover all services that insurance typically provides.

To qualify for HealthPAC, a person must live in Alameda County, have income between 0% to 200% of the Federal Poverty Level, not be eligible for Medi-Cal, and not have private health insurance.

Health care services are provided through one of nine participating community clinics or through Alameda Health System. To enroll, individuals must schedule an eligibility appointment at a participating clinic or at Alameda County Health offices and bring identification, proof of residency, and proof of income.
