Alameda County EMS prepares for and coordinates the medical emergency response to disasters through establishing and implementing mitigation and response plans. Regular testing and exercising of these plans assures efficient and effective disaster services.

The Health Emergency Preparedness and Response (HEPR) program, a division of the Alameda County EMS Agency, coordinates health-related emergency planning and response. Funded by government grants, the program focuses on preparedness for a variety of emergencies, including pandemic influenza, bioterrorism, and both natural and man-made disasters. 

What We Do

Supported by a multidisciplinary team, HEPR works year-round to strengthen Alameda County’s resilience through:

  • Emergency Planning: Developing robust strategies for chemical, viral, environmental disasters and hospital surge capacity.
  • Strategic Partnerships: Collaborating with City, County, State, and Federal agencies to ensure a unified response to any crisis.
  • Training & Education: Providing subject matter expertise, plan reviews, and specialized training to local partners and community organizations.

Regional Resource Hub

HEPR manages the Alameda County EMS Warehouse, a critical safety net for our region. This facility maintains an extensive inventory of:

  • Personal Protective Equipment (PPE)
  • Emergency sheltering supplies
  • Critical medical assets for rapid response
  • Preparedness supplies for small and large disasters

Cities Readiness Initiatives

CDC's Cities Readiness Initiative (CRI) is a federally funded program that enhances preparedness in the nation's largest population centers, where nearly 60% of the population resides. The program prepares jurisdictions to effectively respond to large public health emergencies with life-saving medicines and medical supplies.

EMS Warehouse

During the COVID-19 pandemic, Alameda County EMS assumed responsibility for resource management and established a supply warehouse. Now operating as a permanent, all-hazards facility, it has successfully distributed over 38.6 million items.

Hospital Preparedness Program

The Hospital Preparedness Program (HPP) provides leadership and funding through cooperative agreements to states, territories, and eligible metropolitan areas to improve the capacity of the health care system to plan for and respond to large-scale emergencies and disasters.

The Pan Flu program provides planning and preparedness that are critical to help reduce the impact of a pandemic.

Public Health Emergency Preparedness

The PHEP program focuses on preparedness and response activities related to the health impact of any emergency in Alameda County.
