Health Emergency Preparedness and Response (HEPR)
The Health Emergency Preparedness and Response (HEPR) program, a division of the Alameda County EMS Agency, coordinates health-related emergency planning and response. Funded by government grants, the program focuses on preparedness for a variety of emergencies, including pandemic influenza, bioterrorism, and both natural and man-made disasters.
What We Do
Supported by a multidisciplinary team, HEPR works year-round to strengthen Alameda County’s resilience through:
- Emergency Planning: Developing robust strategies for chemical, viral, environmental disasters and hospital surge capacity.
- Strategic Partnerships: Collaborating with City, County, State, and Federal agencies to ensure a unified response to any crisis.
- Training & Education: Providing subject matter expertise, plan reviews, and specialized training to local partners and community organizations.

Regional Resource Hub
HEPR manages the Alameda County EMS Warehouse, a critical safety net for our region. This facility maintains an extensive inventory of:
- Personal Protective Equipment (PPE)
- Emergency sheltering supplies
- Critical medical assets for rapid response
- Preparedness supplies for small and large disasters
