Measures A, C, and W each apply a half percent sales tax to support important health and social services in Alameda County. Together, these Measures create revenue sources that reinforce the County’s Vision 2036 goals.

Measure A Essential Health Care Services Initiative

Measure A established a half‑percent sales tax to support emergency medical, hospital inpatient and outpatient care, public health, mental health, and substance abuse services for Alameda County residents who are indigent, low‑income, or uninsured adults, children and families, seniors and other residents of Alameda County.

  • 30‑year duration: 2004–2034

 Allocation:

  • 75% – Alameda Health System (AHS)
  • 25% – County programs supporting community‑based care, emergency services, public health, mental health, and substance abuse services

Measure C The Children’s Health and Child Care Initiative

Measure C established a 20‑year half‑percent sales tax to fund pediatric health care, including protecting the local children’s health care safety net and the Level 1 Pediatric Trauma Center, and early childhood education.

  • 20‑year duration: 2020–2041

Allocation:

  • 20% – Pediatric Health Care (PHC) Account, Managed by Alameda County
    • 20% – Safety Net Fund
    • 80% – UCSF Benioff Children’s Hospital Oakland
      • 5% – Staff, Training and Equipment Fund
      • 75% – Hospital Fund
  • 80% – Child Care, Preschool, and Early Education (CPE) Account, Managed by First 5 Alameda County

Measure W Essential County Services and Home Together Fund

Measure W established a half‑percent sales tax for essential County services, including housing and services for those experiencing homelessness, mental health services, job training, social safety‑net programs, and other general fund services.

  • 10‑year duration: 2021–2031

Allocation:

  • 20% – Essential County Services Fund
  • 80% – Home Together Fund
  • Prudent Reserve – maintained by the County

Measures A, C, & W Citizen Oversight Committee Role

The Board of Supervisors has designated the Measures A, C, and W Citizen Oversight Committee to review annual expenditures for all three Measures. The Committee serves as the Lookback Committee for Measure A Essential Health Care Services Initiative, the Measure C Pediatric Health Care Account, and the Measure W Essential County Services and Home Together Fund. The Committee reviews the prior year’s expenditures for each Measure and provides an annual public report of those expenditures to the Board of Supervisors.
