Health Insurance Technicians provide free assistance to help residents understand their health coverage options and apply for programs they may qualify for. Services are available by phone and in person.

How We Help

Health Insurance Technicians pre-screen Alameda County residents by phone to determine potential eligibility and provide information, referrals, and application assistance. If eligible, an appointment will be scheduled to begin the application process.

Programs We Assist With

Health Insurance Technicians help residents apply for the following programs:

  • Medi-Cal – Free health insurance for eligible children, adults, seniors, and people with disabilities
  • HealthPAC – A locally funded, low-cost program that helps cover medical services
  • Covered California – California’s health insurance marketplace offering plans for individuals and families; financial assistance may be available
  • Kaiser Permanente Community Health Coverage Program – Coverage for individuals who do not qualify for Medi-Cal, Covered California, or employer-sponsored insurance
  • CalFresh – Monthly food assistance for eligible low- or no-income individuals and families

How to Get Started

Call 1-800-422-9495 and leave a message to request a screening.
All calls are confidential and returned within two business days.

After the screening, eligible residents will be scheduled for a phone or in-person appointment to begin the application process.
