CP oversees the investigation and remediation of releases involving hazardous materials, including but not limited to pesticides, heavy metals, dry-cleaning solvents, and other contaminants that may impact environmental media.

Cleanup Program

The Cleanup Program (CP) oversees the investigation and cleanup of hazardous materials releases, including, but not limited to, pesticides, heavy metals, and dry cleaner solvents.

Releases of other types of hazardous materials from underground storage tanks or other sources or spills that have contaminated soil, soil vapor, or groundwater may be regulated by Alameda County Environmental Health Department (ACEHD) under the Cleanup Program (CP), the San Francisco Bay Regional Water Quality Control Board (RWB), or the Department of Toxic Substances Control (DTSC).

ACEHD, under the CP, oversees the investigation and remediation of contaminated properties pursuant to California Health and Safety Code Sections 101480 through 101490. These provisions allow a Responsible Party (RP) or property owner, developer, or other authorized party to request ACEHD oversight for investigation and remediation activities under a Voluntary Remedial Action Agreement (VRAA). Upon receipt of an oversight request or confirmation of subsurface contamination, ACEHD provides DTSC and the RWQCB with a 30-day notification of its intent to enter into a VRAA. If no objections are raised by the State agencies within the notification period, an ACEHD case manager will be assigned to oversee the investigation and/or remediation activities. All ACEHD oversight costs are the responsibility of the property owner, responsible party, or entity performing site redevelopment.

To determine whether your site can be accepted into ACEHD’s CP, submit a completed Request for Preliminary Site Review for Oversight Determination application  along with the site review fee. ACEHD will establish a case identification number in the State Water Board’s GeoTracker website. All technical reports describing site environmental conditions must be uploaded to GeoTracker in PDF format. ACEHD will review the submitted documentation and determine whether a CP case will be established for the site.
