Behavioral Health Services Act (BHSA)

Behavioral Health Services Act (BHSA)
The Behavioral Health Services Act replaces the Mental Health Services Act (MHSA) of 2004. It reforms behavioral health care funding to prioritize services for people with the most significant mental health needs, while adding the treatment of substance use disorders (SUD), expanding housing interventions, and increasing the behavioral health workforce.

Community Assessment, Transportation, Linkage, and Treatment (CATT)

This mobile response team pairs an Emergency Medical Technician (EMT) with a Licensed Clinician with a focus on community-based crisis intervention and medical clearance.

Community Mental Health Programs

Our programs operate through partnerships with local clinics and private practices, available to individuals 0-24 years with Medi-Cal.

Measures A, C, & W

Measures A, C, & W
Measures A, C, and W each apply a half percent sales tax to support important health and social services in Alameda County. Together, these Measures create revenue sources that reinforce the County’s Vision 2036 goals.

Office of Ethnic Services

The Office of Ethnic Services (OES) advances health equity by training internal and external stakeholders, staffing our affinity advisory groups, and creating the cultural competency plan.

Office of Peer Support Services

The Office of Peer Support Services is committed to transforming the behavioral health system by engaging, promoting, supporting and empowering peers receiving services, and peer-run organizations and programs.

Outreach and Engagement Teams

This program is for clients who frequently utilize psychiatric emergency rooms and/or have frequent contact with the criminal justice system and need to be connected to care.

REACH Ashland Youth Center

REACH Ashland Youth Center
Ashland Youth Center is a winning example of a free-to-all, County-operated youth center. Designed by youth for youth, REACH helps transform urban unincorporated Alameda County by bringing no-cost Recreation, Education, Arts, Career, and Health programs to young people ages 0-24.
