Mission Statement: The Public Health Safety and Nursing Education (PHSNE) Unit is committed to advancing the health and safety of public health staff and the communities they serve. Through a strong focus on nursing education and professional development, we cultivate a resilient, skilled, and equitable workforce prepared to meet the diverse and evolving needs of our population.

Safety Officer

  • Angela Ball, MPH, RN, PHN
    Leads the unit’s health and safety initiatives, ensuring compliance and promoting a culture of safety across programs. 

What we do:

Community-Facing Programs 

  • Title 15 Jail Inspection Program
    Ensures local detention facilities meet health and safety standards as outlined in Title 15 regulations. 
  • Naloxone Box Program
    Distributes and maintains naloxone kits in public spaces to prevent opioid overdose deaths. 
  • Certified Continuing Education (CE) Provider – CA BRN
    As a certified provider through the California Board of Registered Nursing, we offer accredited continuing education opportunities for nurses. 
    • ACOE School Nurses Network CEU Provider
      We provide CEUs for school nurses through the ACOE network, supporting their ongoing professional development. 
    • CEU Application Support
      We offer guidance and forms for staff or partners to apply for CEU credit for eligible trainings and events.

This program consists of a team of knowledgeable and trained staff that will help residents of Alameda County navigate their way towards receiving effective and essential services offered internally by ACPHD and externally by community-based organizations and health care providers.
