Program Information
Tobacco is the leading cause of preventable death in California. The Alameda County Tobacco Control Program (TCP) aims to reduce tobacco-related harm and works to reduce and eliminate tobacco-related health inequities. TCP develops and implements programmatic and policy interventions to facilitate social norm change that de-normalizes the availability and use of tobacco products while supporting residents in addressing the difficult nature of tobacco treatment. The Program serves all 1.6 million residents in Alameda County through local policy work, cessation services, community education, and technical assistance to enforcement officials. The program trains providers in cessation counseling, responds to secondhand smoke complaints, and provides information and education to residents, community groups, and policy makers about tobacco prevention policy and implementation. These policies currently include tobacco retail licensing and smoke-free multi-unit housing with the goal of eliminating exposure to tobacco in our county
TCP’s goals are:
- Countering pro-tobacco influences in the community
- Reducing exposure to secondhand smoke
- Reducing the availability of tobacco products
- Promoting the availability of cessation and treatment services
- Increasing the number of smoke-free public spaces
- Eliminating tobacco-related health inequities
TCP Focus Areas:
- Supporting local jurisdictions in adopting and implementing smoke-free multi-unit housing policies to limit exposure to drifting smoke
- Responding to secondhand smoke exposure complaints
- Supporting Alameda County jurisdictions in adopting and strengthening tobacco retailer licensing policies and supporting enforcement of local tobacco retail laws designed to reduce youth access to tobacco products
- Educating and providing technical assistance to policymakers, city/county staff, and enforcement staff regarding tobacco-related laws

Tobacco Control Coalition:
The Alameda County Tobacco Control Program staffs the Alameda County Tobacco Control Coalition (ACTCC), which is a volunteer-based coalition composed of over 100 individuals, organizations, and advocates for the prevention, reduction, and control of tobacco use. ACTCC is committed to the denormalization of tobacco use in Alameda County.
ACTCC’s website is the County’s leading source of tobacco-related news, support, and resources on tobacco prevention and policy. This website provides information to residents, tools for policymakers, and an opportunity for supporters to help advance the tobacco-free movement. Eligibility for the Tobacco Control Program (TCP) includes:
- All residents and businesses in Alameda County, except the City of Berkeley.
